Building 6' long road over concrete

I have a situation where I have concrete poured for a scale base in a roadway. The scale isn't ready to move, so I will have to temporarily fill 13" deep, 6' long to get to the grade of the final road surface. The rest of the road will be built up with dirt, and topped with 1 1/2-. My question is the area with the concrete underlay (also concrete boxed on sides as well). I think in case of rain the water will be unable to drain through and may make that portion of the road unusuably soft. Any suggestions on what to use? Asphalt isn't available. I may just try a solid pack on the clay with extra slope to get the water off. That will work good for heavy rains, but a day long slow rail will still soak in.

What is your plan for drainage after the scale is in place? If it'll be a couple months or less I'd probably fill it with road base, water and compact it well, and give it a good crown.

your concerns are warranted. anything over concrete will pump given enough time water and mechanical action. The crown mentioned above will help with that.

Could core/hammer drill a lot of holes before putting rock down...?

3 maybe 4 inch rock - no fines, will drain and won't pump. A vibratory steel drum roller will make it decent to drive over.
